GOVERNMENT HOUSE,

14th March, 1930.

I have the honour to request, in accordance with Colonial Regulation 293,Your Lordship's approval for

writing off the public accounts of this Colony a sum of 3401.47 representing moneys issued by Government in payment

for services rendered and fraudulently converted to his own

use by So King Man, orderly clerk to the Hong Kong Volunteer Defence Corps, and a further sum of $21.85 being an overpayment recovered and embezzled by the same So King

Man.

So King Man was committed for trial to the

Supreme Court, which on 24th October, 1929, convicted him

on charges of fraudulent misappropriation of property, being in possession of a forged die, and uttering a forged

document, to all of which he pleaded guilty. He was

sentenced to 18 months imprisonment with hard labour on each count, the sentences to run concurrently. He was

dismissed from the service on conviction.

It appears after Treasury and Audit

enquiries that these irregularities took place during the period between January and August, 1929, ami that they were facilitated by the following circumstances:-
